Martins Ferry -- MORE LATE BREAKING DEVELOPMENTS: There is late word that pictures were taken of a plaster paris molding of the surrogate mother's stomach. Those pictures are in the hands of investigators. As Martins Ferry Ohio is thrust into the national spotlight over the Sarah Jessica Parker controversy, 7 News is now learning that the city's top cop is saying that the plot to allegedly break into the home of Parker's surrogate mother was apparently a joke.

That word comes from Mayor Phil Wallace who told 7 News Reporter Dave Elias that "the only thing he did tell me is that it was a joke. It started out as a joke. That's as far as he went with it."

Wallace says when he found out that the Bureau of Criminal Investigation was looking into the matter he questioned Chief Barry Carpenter about the plot.

Sources close to the investigation reveal that Carpenter and Bridgeport Chief Chad Dojack were allegedly involved in a plot to burglarize the home belonging to Parker's surrogate mother who is carrying twins for the Sex In The City star. Sources further say the two may have been working with a tabloid reporter who was looking for a story.

Sources working on the investigation also tell 7 News that a plaster of paris cast of the surrogates stomach was inside the home, but it's unclear if it was removed.

7 News cameras went to Chief Carpenter's office, but we were told he was not in and gone for the rest of the day.

Mayor Wallace says despite all of the controversy Carpenter remains on the job.

BREAKING NEWS: There is late word that Special Prosecutor Shawn Hervey who is reviewing the case is preparing to hold a news conference on the matter the first week in July.

7 News is the station trust as sources close to the investigation have confirmed everything we have reported so far.

someone in mf...obviously you don't know the police thugs very well. If anyone would joke about doing something, they would naturally assume you did it and try to arrest you and if that didn't work, they would harrass you. That's what they are known for...harrassment!!!

If he's saying that it was a joke, it makes me think that he's at least admitted to doing it.

How many cops would let a burlgler off the cops for saying that?

First off why was the Chief of Police from Bridgeport doing at a break-in in Martins Ferry??? Isn't that out of his jurisdiction??? I understand sometimes back-up may be needed but this was a "supposed" break-in not a shootout! Both of these guys should be on unpaid leave. Carpenter is no saint either, dig some and his past isn't the greatest, I have heard of some cover-ups by his dept. to save him as well. I wouldn't feel safe if i lived in either of these towns until both departments were fairly investigated and both the Chiefs replaced and possibly behind bars,

Yeah, sure. A 'joke' huh? Ha Ha!! I believe there is a cover up going on. And if this was a joke, then the people whom invented the story need to be reprimended, regardless whether they are law enforcement or just citizens. No difference whatsoever except the boys in blue protect and cover for one another, as they do in the medical field. These 2 goofs should loose their jobs. Who feels protected with cops like this? No wonder people take things into their own hands.

I don't think they deserve special treatment because they are public officials. This isn't the first time there has been "problems" and at least one of the officials have been involved.

Yea, real concerned. Investigations are done everyday. That is their job! I just think they deserve to the right of due process. That is what America was built on. As for WTRF, if the accusations are not true then the reporter for WTRF is looking for his moment of fame. As for right of privacy, well millions of people gloat on celebrities. They don't get a moments rest. We are the morans that buy those smut magazines. Look how many celebrities sue those magazines and WIN! You never hear about that, just the smut. What does that say for us as a society. Look at her site on myspace! If she wanted privacy you don't advertise yourself as a surrogate. She is looking for her claim to fame TOO! If the accusations are TRUE then both Chiefs deserve their punishment!

I think that the police chiefs should be on an unpaid administrative leave. I'm not saying that they should or shouldn't loose their jobs, but they do need to be dealt with while not collecting a pay check. I think that they have compromised their integrity as police chiefs if nothing else. I also think that it is unbelievable that Mayor Wallace is picking sides already. Don't you think that all of the facts should be in before committing to one side and making statements about a person’s innocence? He is going to look like an ill informed goof if he is standing up for his chief and his chief is found guilty. Let the facts speak for themselves before you open your mouth.

WTRF broke the story, not a tabloid.

The residents of the two communities have the right to know when public officials are under investigation for alleged illegal activities. By Chief Carpenter's own admission, he met privately with a tabloid reporter to discuss a citizen living Martins Ferry. This individual, a pregnant woman for God's sake, was not a public figure and had the right to privacy. Even if he did nothing illegal, it is a horrible breach of public trust.

A police chief must be held to a high ethical standard.

A JOKE? The only joke is that these two Chiefs still have their jobs. It went from they were riding by and the door was open to now there was a plot to break in. I think these Chiefs need to get their story straight before they make anymore comments! Nothing like digging your own hole.
